Can anyone provide information of reasonably priced D&O/Liability insurance for a statutory road association?  I believe we are paying far too much ($3,000)

We are a non-profit with a road 1 mile long. Our board is composed of 5 directors. I just received the bill for both liability ($597) and D&O ($229)for a total of $826 in a combined package with Liberty Mutual. Limits each occurrence for liability $1mil. and total aggregate $3mil. D&O each act $1mil. Total aggregate $3mil.
