The Guide for forming road associations includes the characteristics of road associations. Under the Statutory Association is suggests that "bylaws are optional".  How does a statutory road association operate without having bylaws?  Also should bylaws be reviewed and voted on yearly? 

Our Road Association (RA) was formed originally as a Non-profit when RA's were first authorized however it was additionally formed as a Statutory when that type of RA was authorized by the legislature. We have managed ourselves as both types simultaneously since then. We reviewed continuing as both a few years back but was advised by a lawyer to keep both for future use as needed.

About five years ago our membership was asked if bylaws would help RA management  and it was unanimously voted to eliminate bylaws as an management tool, therefore we exist without bylaws. To assist management we utilize the Annual Meeting option in order to decide the path to take. Affirmative voting action guides our path.
