Is there a specific way that a road association can add or delete members?  For example, a person sells his residence.

The membership of a statutory road association is defined by those land parcels which have an ownership or easement interest in the road.  That is, the membership passes with the land.  If an Person A sells his land to Person B, then Person A ceases to be a member and Person B becomes a member.  There is no procedure which needs to be followed.

It would, however, probably be a good idea to provide the new owner with some information about the existence of the association and their responsibilities.  Perhaps delivered with a loaf of banana bread. :)

Thank you, it is now very clear for a typical transfer.  Our particular challenge involves a person that is being foreclosed on (see topics under illegal subdivision and One road, Two owners for more background).  He is the developer of an illegal subdivision.  We assume that the bank will become our next "member", and will own approximately half of our road.  We're also waiting for the town's position to emerge as far as forcing the bank to comply with fixing the illegal subdivision road standards contained in their ordinance.

    Any suggestions?
