Is that unfair to the residents remaining who are still making payment ? If all residents are involved, I would say the fees could be lowed to all on that road a non plowing rate, it would then seem fair to cancel and allow them to contract their own services.

That seems like a particularly nasty action on the face of it. Is there a history of non-payment there? Was there any notice before they canceled? Any warning that fees had to be paid on time or the contract would be canceled?
