The recent posts on whether or not plowing in winter should be done at all and if so, whether winter residents should share the cost, truly illustrate the challenges of keeping a road association going. Fact is, there is no one answer to this. The legislature recognized that road associations are all different (how many seasonal, where people are on the road, etc.) and decided to "let the majority rule." The law leaves it up to the association, if it can, to listen to all sides of the argument and then decide.
It seems that legitimate arguments on both sides are being expressed here and that is good. Feelings can get hurt and people sometimes feel their case is just but overlooked. If neighborliness wins out over time, you have a good road association. Our association's majority chose to winter plow and made a split between winter and summer shares of the cost. It didn't make everybody happy, certainly not at first.
The take-away is that the process went forward, not what the method of apportioning costs was. Because that might not be the choice of the majority elsewhere.
