If the executive committee of a private way (under 23 MRSA #3101 - 3105) decides that a road culvert needs to be installed to prevent erosion of the road due to spring runoff can the adjacent landowner reject that installation ?  The runoff would be going onto that owners property regardless but the culvert would prevent road erosion.
