predated land agreements

    There exists an agreement that identifies property borders and the cost sharing of road maintenance within those properties. Agreement duly signed by all, and registered with the county. No houses existed on any of these properties at that time.

       Fast forward 35 years, today over 20 homes exist on the road. Some of these residents now want to change the cost sharing formula. My understanding is that as stated in the agreement that it is  Appurtenant to the agreement and cannot be altered. Does anyone know under what circumstances can that be altered ? Some land owners say that is old history, and they can change it today. Can you just disregard a conditions of an agreement made in the past?
