Having to pay for justice

    MARA has been a great source for a statutory road association. On the other side when the Title 23 statute is not being followed, the only advice when all else fails is hire an attorney $$ to defend against an abusive non-compliant association. The road is 4100 feet long. I own part of first 1100 feet since 1999 as access to the USDA registered family tree farm. The cost to maintain year-round access has been in the thousands. The new volunteer director, there is no association wide voting, dug up the water bars, the 4in base, the crushed 2in minus, and the crushed the compacted 1 in minus topping. Mixed it all up, removed larger cobble and pushed into woods. With no compaction a lot of runoff into the brook killing most of the fish. There are over 32 parcels. Only 10 year-round most seasonal many out of state. Many pay to get the threats off their back but with the poor condition of the road several stopped paying and are trying to stop the waste of money. Demand for payment with threats of liens are sent out.  The Maine gov passed title 23. Will any gov agency respond to complaint?
