We are a small community of six owners on a private road.  I am drafting the bylaws for our road association which I hope to establish before Thanksgiving.  Four homes and three owners are present year round.

Given this situation, are we required to have a Board of Directors and can one member serve multiple positions like President and Commissioner or Commissioner and Treasurer?
