Winter Sanding

Our road association is developing a winter sanding policy and would appreciate hearing how other associations handle this issue.

How do you determine when sanding is needed? Do you have specific criteria, or is the decision left to the contractor or road commissioner? How often do you typically sand during winter conditions, and do you have any written guidelines or policies?

We are interested in learning about practices that balance safety, effectiveness, and cost. Thank you for sharing your experience.

I believe our plow contract includes sanding a couple of times in case there is an ice storm, but there is an extra charge if we ask for sand between storms.  We have one shaded hill that often gets packed to ice.  We have debated getting a sand barrel for that hill, but haven't figured out how that would work.  Where could we put it so it wouldn't get plowed in?  Who would keep it stocked?  Who would spread it when needed?  So we just try to remind people to drive with caution on that hill.

I'd love to hear if anyone else has a better solution.
