Snowplowing Charges to Out-of-State Property Owners

    We have out-of state property owners in our association who feel that they should not be billed for snowplowing expenses insofar as they do not use their property during winter months. I know of the statutory requirement for expense sharing, but as a practical matter:

    1. Do road associations charge their o-o-s property owners for snowplowing?

    2. Apart from the statutory argument, what other reasons can be used to make o-o-s owners appreciate their obligation to contribute to snowplowing costs?  I have thought of several but am curious to hear what others think.

    I am most interested in a response to question 1, above.

    Try typing "winter" or "seasonal" or other related words into this page's search function - there have been questions about this before.

    Some associations assess differently depending on whether a property is seasonal or year-round.  Others charge the same for everyone.  Some considerations are emergency access in case of a fire, ability of others to keep an eye on their property through a winter neighborhood watch, or ability to deliver fuel in the winter or to service downed power lines so a house doesn't go cold and freeze pipes.  Also, a person who does not intend to use their property in winter nevertheless could if they wanted to, so they have the benefit of the road being open for that possibility.

    It's up to your voting members to decide.  If they do not show up to vote, they lose their voice in the matter.
