A property owner on our road has never paid their assessed dues. We were an ad hoc road association for some time and are now a Statutory one. We assume that we may only submit a Notice of Claim to the registry of deeds for the unpaid amount dating from our Statutory road association adoption date. Is this true or are we within our rights to also collect delinquent dues from our days as an ad hoc association?
