    We now have a president, road commiss, secretary and treasurer. At our last annual meeting the members of our association voted to remove the presidents position as he is more of an honorary position with no responsibilities.  Do we have to have a president or can that position be combined with the road commissioner position?

    The law doesn't require a statutory road association to have any officers at all.  It only provides that the owners may choose a "commissioner or board". Within that, you may structure things any way you like.
