MARA came about because a private individual became familiar with the problems that can exist on private roads in Maine and decided that there was a role that a non-governmental self-help information and advocacy group could play and so tried to create one. While MARA's goals are in part consonant with those of some governmental agencies insofar as it tries to help people on private roads govern themselves well and maintain roads that help them and help the environment, it does not receive support from government. It has played a role as a legislative advocacy group supporting road association members who have tried to make certain changes in Maine road law that they felt were are needed. There are other similar organizations in Maine, for example the Maine Congress of Lake Associations (COLA).
