Mary Denison, attorney at 2016 MARA conference, wrote:

"I do not believe a Board can actually deny admission of a member to a meeting, but that does not mean that the member can speak or vote, just simply observe. I would refrain from open invitations in the future however."

Of course, all annual meetings where there's voting on assessments are open.
