I do not think I worded our problem correctly the first time I asked for help. I will try again. Many thanks to anyone who can help.
We have one long private road with 26 lots. I'll call it *road A*. We also have a short road that is attached about 1/3 the way down *road A* that I will call *road B*. *Road A* wraps to the right side of the pond. *Road B* wraps to the left of the pond. Both roads are on the water. *Road B* has only 5 lots but does have the right to use *road A* because it's the only acess in & out to *Road B*. There is also a right-of-way for the boat ramp at the end of *road B*.
1.)Can a statutory Road Association be created for *road A & B* combined?
2.)If *road A* has a statutory road association without including *road B* can they collect dues from *road B* for the portion of the road use? So *road B* would have to pay for their own association and for acess in & out on the other road?
