    Can the non-payments of dues of an adhoc/voluntary road association member 4 years ago, which had no bylaws, preclude a member from voting, making a motion, or holding an office in a new statutory association?

    If they are owners of property benefited by the road maintained by the Statutory road association, the answer is no.
